Commissioning, Decommissioning and Handover
The Electrical and Intelligent Transport Systems (ITS) asset base is continually being upgraded and added to. This work is undertaken by a variety of supply chain contractors including those on major projects or working for local government and developers. These Electrical and ITS assets become the ownership and maintenance responsibility of Main Roads.
Accordingly, several processes as outlined below need to be implemented in order to ensure achievement of operational outcomes.

Maintenance & Defect Responsibility Prior to Handover
The party that arranges for the installation or modification of Electrical and ITS assets remains responsible for responding to faults and performing any required maintenance, until the assets have been formally accepted by and handed over to Main Roads.
Following formal acceptance of the asset, we will assume full maintenance responsibility for the asset apart from any Defect Liability obligations that may exist.
Construction and Installation
Prior to commencing any work to install a new asset or modify an existing asset, written approval shall be obtained from Main Roads. A copy of this approval shall be held on site should evidence of approval be required.
Asset numbers are to be requested using the form available on the Design Processes page.
Commissioning of Assets
Prior to commissioning any asset, the party responsible for the works or its nominee shall arrange for Main Roads to approve the commissioning.
The request to commission the asset is to be made using the form linked below. A separate form is required for each asset that has been modified or constructed.
A completed Request to Commission form with supporting information must be delivered at least 72 hours prior to the time commissioning is to occur. It must be emailed to electhandover@mainroads.wa.gov.au
Assets shall not be commissioned until written approval has been received from the Manager Electrical Asset Management or delegate.

Decommissioning of Electrical Assets
The party responsible for decommissioning of an Electrical Asset shall complete and submit form linked below. A separate form is required for each asset to be decommissioned. The form must be submitted to electhandover@mainroads.wa.gov.au.
Handover of Assets
The party responsible for the works or their nominee shall arrange handover to Main Roads within 30 days of completion of the works.
The request to handover the asset must be made using form linked below. A separate form is required for each asset that has been modified or constructed. All works are generally required to comply with the Main Roads Electrical and ITS 700 series specifications available on the Electrical and ITS Specifications, Design Guidelines and Standard Drawings webpage linked below.
Handover is conducted in accordance with the Handover of Electrical and ITS Assets Policy and Procedure available on the Quality and Inspection Policy for Electrical and ITS Assets webpage linked below. This includes an asset data requirements list (ADRL) process for large projects.
The completed Request to Handover the Asset form should be delivered to the Manager Electrical Asset Management or emailed to ElectHandover@mainroads.wa.gov.au.
Successful handover of each asset will be confirmed in writing.
