Fiona Stanley Hospital Precinct Car Parks and Associated Transport Improvements

The Fiona Stanley Hospital (FSH) Precinct is set to undergo significant upgrades to parking, accessibility, transport and future residential connectivity. 

These improvements will support the Women and Babies Hospital, while improving Precinct connections to important services for healthcare, education and employment.

The project is anticipated to:

• enhance accessibility and transport connectivity
• improve connections to important services for healthcare, education and employment.

 

The new multi-deck car park will consolidate Precinct and wider parking, supporting FSH and the new hospital.

The associated transport improvements will manage the impacts of current congestion in and around the FSH Precinct, as well as the expected additional traffic resulting from the new hospital.

Precinct improvements will enhance active transport and broader connectivity to support hospital operations, while improving access to existing key healthcare, education and employment services within the Precinct.

The scope for the project is:

Western Car Park:

• Approximately 1,500 parking bays.
• Located at the corner of Jennalup Street and Winch Way, Murdoch.

Murdoch (Lot 120) Car Park:

• Approximately 500 bays.
• Located off Wonnul Place, Murdoch.

Eastern Car Park:

• Details such as bay numbers and configuration will be confirmed once the planning is complete.

Associated Transport Improvements:

• Stage 1- road improvements required to operate the Western Car Park including:
  • Road widening on Winch Way between Jennalup Street and Robin Warren Drive.
  • Road widening on Jennalup Street between Winch Way and Murdoch Drive to add a turning lane in each direction.
  • Relocation of utilities.
  • Relocation of an existing bus layover bay located on Jennalup Street west of Winch Way to a position east of Winch Way adjacent to South Metropolitan TAFE.
• Stage 2- road and Precinct improvements to support the WBH, including:
  • Intersection improvements along Murdoch Drive and street improvements within the Precinct.
  • Enhancements to improve active and public transport amenity within the Precinct.

The Western Car Park is located at the corner of Jennalup Street and Winch Way, Murdoch, and will deliver approximately 1,500 car bays. A Design and Construct Contract was awarded to Georgiou Group Pty Ltd in January 2025. Construction commenced in November 2025 and is expected to be completed in mid-2027.

Tower crane operations

A tower crane is on site for the duration of the project to safely lift components as construction progresses.

Working outside normal hours

Subject to supplier availability, concrete pours may be required out-of-hours.. Nearby stakeholders and Precinct users can expect some noise and lighting on-site and increased early morning traffic. Trucks and vehicles will enter and exit via Jennalup Street.

Bus Stop and Layover Relocation

Bus stop and layover relocation works include:

• Relocating streetlights along Jennalup Street dependent on Western Power availability.
• Installing traffic management, reducing Jennalup Street to one lane near the works.
• Closing roadside parking and removing the existing kerbing and road surface.
• Constructing the new bus layover on Jennalup Street (opposite TAFE).
• Monitoring noise, dust and vibration to ensure acceptable limits aren’t exceeded.

Relocation of bus stop #29468

• Bus stop #29468 is now operating from a new location opposite Murdoch TAFE. Refer to Transperth for updates and bus schedules.

A contract has been awarded to build a new multi‑deck car park.

Initiated via the State's Market Led Proposal pathway, the 515‑bay car park at Lot 120 Barry Marshall Parade will be privately developed by Human Urban (H-U) and constructed by PACT.

Site works start from August and the car park is expected to be operational in late 2027, providing increased parking capacity at the Precinct and vital supporting infrastructure for one of the State's most significant health projects.

The Women and Babies Hospital and other developments are expected to increase activity across the Precinct.  Transport and public realm upgrades are being developed to:

• Improve vehicular access and traffic flow.
• Enhance safety for all Precinct users.
• Support future infrastructure.
• Better connect the area with public and active transport.
• Improve pedestrian and streetscape amenity.
• Enhance wayfinding and legibility.

Stage 1 - road improvements required to operate the Western Car Park are underway as part of the car park construction contract.

Stage 2 - activities are now underway for a series of broader on and off-road improvements within the FSH Precinct and wider road network.

• These improvements are being planned to ensure current network performance and connectivity is maintained when the new hospital opens.
• Subject to funding, procurement of a contract to deliver these works is expected from mid-2026.

How transport planning works

Planning and delivering transport and Precinct improvements is a staged process:

1. Investigation and Planning: Initial studies and consultation to identify key issues and potential solutions to inform the business case.
2. Precinct Planning Outcomes: Findings from early investigations for transport and precinct improvements are used to guide recommendations to inform the business case.
3. Business Case Development: A formal process where a case for funding is made, outlining the benefits and costs of the proposed improvements.
4. Funding Submission: The business case is submitted to the government for consideration in future budget cycles (we are here).
5. Implementation (Pending Funding): If funding is approved, detailed design and construction planning will commence via a formal procurement process.
