Accredited Mass Management Scheme Network Sustainability Proposal (CA07 Replacement)

Main Roads Heavy Vehicle Services (HVS) recently amended the wording of the Restricted Access Vehicle (RAV) CA07 access condition. The revised condition removed the requirement for a Transport Operator to obtain a letter of support from the relevant Road Manager and instead requires them to provide an email notification outlining their intended transport task.

HVS implemented this change after identifying legal implications associated with the previous wording, which related to directly linking road maintenance fees to RAV access approvals and providing the ability for third parties to effectively switch Main Roads RAV access approvals on and off.

Since this change was made, HVS has been working with WALGA and a reference group of Local Government representatives to develop a solution that will enable Road Managers to recover road maintenance costs associated with RAV access, while ensuring there are no legal implications for Main Roads. The proposed solution introduces new Accredited Mass Management Scheme (AMMS) Network Sustainability provisions, including the requirement for Transport Operators to obtain a Road Maintenance Agreement (RMA) Confirmation Letter from relevant Road Managers.

Full details of the proposed solution can be found on the AMMS Network Sustainability webpage on the Main Roads website.

HVS is seeking feedback from Road Managers, Transport Operators, Freight Generators, Industry Associations and other interested stakeholders on the proposed approach. If you wish to provide feedback, please do so via the My Say Transport page. Please note that feedback submitted through other channels will not be considered.

The consultation period will remain open for four weeks.
