HVS Update 13-2026 v3
Wheatbelt Region - Shire of Narrogin - RAV Access Changes on Federal Street and Williams Narrogin Highway
Main Roads Heavy Vehicle Services (HVS) advises that Restricted Access Vehicle (RAV) access on Federal Street and a section of Williams Narrogin Highway will be downgraded, following safety concerns identified in recent HVS safety assessments for 36.5 m RAVs.
As a result, the following 36.5 m RAV Networks will be removed from Federal Street and the section of Narrogin Williams Highway between Northam Cranbrook Road and Federal Street:
- Tandem Drive Network 5
- AMMS Tandem Drive Network 5.1
Safety assessments also identified several non-compliant swept paths for 27.5 m RAVs turning at intersections.
After receiving further feedback from local transport operators, HVS will be implementing the following conditions on Tandem Drive Networks 2 to 4 and up to AMMS Tandem Drive Networks 2.3 to 4.3.
- No left turn permitted into Federal Street from Williams Narrogin Highway.
- No right turn permitted into Earl Street North from Williams Narrogin Highway.
- No left turn permitted into Earl Street North from Clayton Road.
These changes ensure connectivity is still available on the approved RAV Networks within the area. However, access from the west will require use of the Pioneer Drive Roundabout to facilitate the right turn into Federal Street.
Tri Drive Network 2 and AMMS Tri Drive Network 2.1 access will also no longer be available on Earl Street North due to the turning restrictions noted above.
Effective Date: Wednesday 20 May 2026. These changes will be reflected in the relevant Road Tables and on the RAV Mapping Tool on our website from this date.
