PBS Permit Applications

Once a PBS vehicle has received certification a permit can be sought to operate the vehicle in WA.

The WA PBS Scheme may be followed if a transport operator only intends to use the PBS vehicle in WA, however, If the transport operator intends to use the vehicle outside of WA, the National PBS Scheme should be followed.

To obtain a PBS Scheme permit (WA or National) you are required to confirm that an approved telematics in-vehicle unit (IVU) has been fitted to the towing vehicle(s), via your Transport Certification Australia (TCA) Certified Service Provider.

If you have not previously enrolled under the PBS Telematics Monitoring Application (TMAPBSWA) or Intelligent Access Program ((IAP) for National PBS permit applications only) to operate vehicles in WA, you will also need to submit the IAP and TMAPBSWA Enrolment / Cancellation form with your permit application.

WA PBS Scheme Permit

Once a certification approval has been issued, apply for a permit for your PBS vehicle by completing the application form and confirming that an approved telematics in-vehicle unit (IVU) has been fitted to the towing vehicle(s).

As part of the permit application, you are also required to declare that a Trailer Electronic Braking System (TEBS) voltage test procedure has been carried out in accordance with the WA Performance Based Standards (PBS) Scheme - Road Train TEBS Voltage Test Procedure.

The test must confirm the towing vehicle is supplying adequate power to the TEBS to maintain a minimum of 10 volts at the rearmost trailer, with the electrical system under maximum load. Generally, a prime mover towing more than one trailer will require 24 volts power, with 25 amps to meet this requirement.

Once the completed application is received and telematics requirements have been confirmed, we will issue the relevant WA PBS Scheme permit for the vehicle combination, which will specify the approved access and operating conditions.

National PBS Scheme Permit

The National Heavy Vehicle Regulator (NHVR) administers the National PBS Scheme, assessing and approving PBS designs on advice from the PBS Review Panel. Once a PBS Vehicle Approval is issued by NHVR, a permit will be required from us to operate your PBS vehicle within Western Australia.

Apply for a permit for your nationally approved PBS vehicle by providing the relevant NHVR Vehicle Approval, completing the application form and confirming that an approved telematics in-vehicle unit (IVU) has been fitted to the towing vehicle(s).

All permit applications to operate a nationally approved PBS vehicle are reviewed to ensure the combination complies with WA access policy. Once confirmed and the telematics requirements are met, we will issue the relevant National PBS Vehicle Permit for the vehicle combination, which will specify the approved access and operating conditions.

 If you are operating your vehicle across Australia, you will need to negotiate road access through each State or Territory road authority.

Cost: $25 for 12 months or $50 for 36 months when operating at statutory mass limits. $4 per tonne, per month (for 12 or 36 months) times the applicable modified mass, when operating at concessional mass limits.
