AMMS Network Sustainability

Main Roads revised the Accredited Mass Management Scheme (AMMS) to include provisions to ensure network sustainability and assist Road Managers to recover road maintenance costs associated with Restricted Access Vehicles (RAVs) operating with AMMS Level 2 or 3 mass limits.

Main Roads is currently consulting with Local Governments to ensure the provisions are practicable and once finalised, Transport Operators will be provided 6 months to comply with the requirements.

Under the network sustainability provisions, the Transport Operator must take reasonable steps to ensure the extraordinary wear caused by their RAVs with AMMS 2 or 3 mass does not result in the road(s) entering a state of disrepair and becoming unsafe. These reasonable steps require the transport operator to liaise with the Road Manager to confirm there is an appropriate Road Maintenance Agreement (RMA) in place for the roads they are using, where the “NS1” access condition is applied to a road on an approved AMMS 2 or 3 Network.

At the Road Manager’s request, Main Roads will add the “NS1” access condition to a road on an approved AMMS 2 or 3 Network. The “NS1” access condition is as follows:

“To ensure the ongoing safe and orderly operation of this road, a Road Maintenance Agreement (RMA) may be required, as per the Accredited Mass Management Scheme (AMMS) requirements.”

If a road has this condition applied, the Transport Operator must apply for a Road Maintenance Agreement (RMA) Confirmation Letter from the relevant Road Manager. The Road Manager will then confirm if a Road Maintenance Agreement is already in place, is not required or if a new agreement is required, by providing the Transport Operator with the relevant RMA Confirmation Letter.

The Transport Operator may commence using the road once the application has been made and must carry a copy of the application email as evidence.

If a Road Maintenance Agreement is already in place, or is not required, no further action is required from the Transport Operator and they can continue operating on the road. They will need to retain a copy of the RMA Confirmation Letter and produce it to Main Roads personnel upon request.

If a new Road Maintenance Agreement is required, the Freight Generator will have 2 months to negotiate a Road Maintenance Agreement with the Road Manager. During this time, the Transport Operator can continue operating on the road.

Once the new Road Maintenance Agreement is in place, the Road Manager will issue an RMA Confirmation Letter and the Transport Operator can continue to operate on the road until the expiry of the Road Maintenance Agreement. The Transport Operator must then reapply for an RMA Confirmation Letter.
