Temporary Special Assistance Access Approval

Please be advised Main Roads Heavy Vehicle Services has granted temporary special assistance access approval for suitably accredited transport operators, undertaking interstate transport tasks, in response to Cyclone Zelia.

The following temporary access arrangements will be available from Monday 17 February 2025 until Monday 3 March 2025.

  1. Temporary access is approved for combinations up to 53.5m in length to operate directly between the WA/SA Border and the Kalgoorlie Rail Head or the Coolgardie Road Train Assembly Area, via the roads specified and subject to the conditions specified in the following clauses.
  2. The vehicle combination must be an approved configuration up to 53.5m in length:
    • Described in the Prime Mover Combinations Operating Conditions or the Tri Drive Prime Mover, Trailer Combinations Operating Conditions, available on the Orders page and Tri Drives page on the Main Roads website at www.mainroads.wa.gov.au; or
    • Described in the Accredited Mass Management Scheme (AMMS) Prime Mover, Trailer Combinations Operating Conditions or the Accredited Mass Management Scheme (AMMS) Tri Drive Prime Mover, Trailer Combinations Operating Conditions, available on the Accredited Mass Management Scheme (AMMS) page on the Main Roads website.
  3. The vehicle combination may operate up to AMMS Level 2 mass limits, as defined in the Accredited Mass Management Scheme (AMMS) Prime Mover, Trailer Combinations Operating Conditions or the Accredited Mass Management Scheme (AMMS) Tri Drive Prime Mover, Trailer Combinations Operating Conditions.
  4. Access on the approved roads in WA is permitted to operators undertaking interstate transport tasks, who are accredited under the WA Heavy Vehicle Accreditation Scheme or the National Heavy Vehicle Accreditation Scheme. Operators operating at higher mass limits must be accredited for mass management.
  5. Access from the WA/SA Border to Kalgoorlie Rail Head is approved via the following roads only:
    • H003 – Eyre Highway, between WA/SA Border & Coolgardie Esperance Highway.
    • H010 – Coolgardie Esperance Highway, between Goldfields Highway & Eyre Highway.
    • H049 – Goldfields Highway, between Coolgardie Esperance Highway & Anzac Drive.
    • H041 – Anzac Drive, between Goldfields Highway & Great Eastern Highway
    • 6055033 – West Kalgoorlie Road, between Great Eastern Highway & the rail head.
  6.  Access from the WA/SA Border to Coolgardie Road Train Assembly Area is approved via the following roads only:
    • H003 – Eyre Highway, between WA/SA Border & Coolgardie Esperance Highway.​​​​​​​​​​​​​​​​​​​​​​​​​​​
    • H010 – Coolgardie Esperance Highway, between Great Eastern Highway & Eyre Highway.
    • H005 – Great Eastern Highway, between Coolgardie Esperance Highway & Ladyloch Road.
    • 6020053 – Ladyloch Road, between Great Eastern Highway & the Road Train Assembly Area.
  7. The vehicle combination must display an amber flashing warning light on the rear of the combination that is clearly visible to traffic approaching from the rear.
  8. Vehicle combinations must not park on the soft unsealed shoulders along Eyre Highway.
  9. This temporary approval applies to vehicle combinations on the return journey.
  10. This is a temporary approval to extend the relevant 53.5m RAV Networks only. All other relevant conditions specified in the applicable Operating Conditions must be complied with.
