HVS Update 22-2024

Updated Over Size Over Mass (OSOM) Conditions.

Main Roads Heavy Vehicle Services (HVS) advises that the following Operating Conditions have been updated:


- Class 1 RAV Oversize Period Permit Operating Conditions
- Single Trip OSOM Vehicle Standard Operating Conditions

The key changes are as follows:
  • Removed tow truck reference under “Application” in the Class 1 RAV Oversize Period Permit Operating Conditions, which is now covered by the Heavy Lift Tow Truck Period Permit. Heavy Lift Tow Truck operators who currently hold a Class 1 RAV Oversize Period Permit may be eligible to transfer onto a Heavy Lift Tow Truck – Statutory Mass – Period Permit.
  • Added clause 5.1 “Approved Routes” to the Single Trip OSOM Vehicle Standard Operating Conditions to clarify the approved routes.
  • Added reversing movements to clause 5.7 of the Single Trip OSOM Vehicle Standard Operating Conditions, which require specific approvals.
  • Added clause 5.8 Controlling Signalised Intersections to both sets of Operating Conditions, providing TGS requirements for controlling signalised intersections.
  • Added Roebuck Roadhouse and BP Muchea to approved Service Stations in the Single Trip OSOM Vehicle Standard Operating Conditions.
  • Clarified contacting other agency requirements in both sets of Operating Conditions.
  • Clarified block truck requirements and amended Marandoo Hill curfew in the Single Trip OSOM Vehicle Standard Operating Conditions.
  • Added additional speed restriction to align with other RAV permits.
  • Increased length limit under sub-clause 13.7.5 to align with other Traffic Escort Warden regional length concessions and separated Metropolitan convoy additional pilot requirement to sub-clause 13.11.6 in the Single Trip OSOM Vehicle Standard Operating Conditions.
  • Added sub-clause 13.11.2 to clarify the policy for convoy travel with a Traffic Escort Warden in the Single Trip OSOM Vehicle Standard Operating Conditions.
  • Amended approved night hours within the Metropolitan Area to commence at 7:30pm, except on a Freeway and for larger high-risk OSOM movements, in both sets of Operating Conditions.


Operators are required to familiarise themselves with the Operating Conditions, which are available on the Oversize Overmass (OSOM) page on our website.
