HVS Update 13-2025

Signing Permit Applications

A permit that modifies the mass or dimensions of a vehicle is issued by Main Roads Heavy Vehicle Services (HVS) to an individual or company that controls or directs the operation of the vehicle.

When assessing a permit application, HVS considers several factors, including but not limited to the:

  • vehicle dimensions;
  • number of axles;
  • axle spacings;
  • axle weights;
  • tare weight;

These factors enable HVS to determine the suitability of the vehicle to operate on specific roads, ensuring efficient operation while prioritising the safety of all road users, the environment and the preservation of State’s road assets.

To ensure accurate assessment and to mitigate the risk of relying on incorrect or false information, it is essential that all information provided in the application is true and correct. The permit application must be submitted by a person who has knowledge of and can attest to the accuracy of the information provided.

To provide the necessary level of certainty regarding the information submitted, the permit application must be made by one of the following:

  1. If the permit is to be issued to an individual:
  • the responsible person for the vehicle (i.e. the registered owner); or
  • the person who controls or directs the operation of the vehicle.
  1. If the permit is to be issued to a company:
  • an officer of the company, as defined under section 9 of the Corporations Act 2001;
  • an employee of the company who has been authorized by an officer to submit the application; or
  • the responsible person for the vehicle (i.e., the registered owner).

Please be advised that HVS will not accept permit applications submitted by third parties who do not have control over or involvement in the operation of the vehicle, such as consultants or auditors.
