Specific Access Permits
These permits provide particular RAVs specific access, subject to meeting certain permit requirements
The 36.5m Roelands Hill Permit provides specific access down Roelands Hill on Coalfields Highway, for Category 7(A) AB-Triple combinations and Category 7(B) BA-Triple combinations fitted with a roll-coupled drawbar coupling connection between the middle trailer and the rear dog trailer. The combination must also have a tri axle dolly and tri axle trailers and may operate up to Accredited Mass Management Scheme (AMMS) Level 3 concessional mass limits. When operating at AMMS mass limits, this permit must be used in conjunction with a valid AMMS Permit.
In order to obtain this permit, you must ensure vehicles meet all the requirements of the Eligibility & Supporting Evidence Checklist below and provide the necessary supporting evidence with your permit application.

The 36.5 metre Greenmount Hill Access Permit provides specific access for 36.5 metre A-Doubles, operating up to AMMS level 3 concessional mass limits to operate on the section of Great Eastern Highway between the Northam RTAA and Roe Highway, Midvale. This permit may be used in conjunction with a valid AMMS Period Permit.
Access for this permit is subject to the following conditions
- Transporting the particular load by road must not be contestable with rail. As such, when assessing your permit application, we will consult with the Department of Transport to confirm that transporting the particular load by road does not compete with rail.
- Drivers must have a minimum of 3 years of experience in driving road trains and a good driving record. A National Police Clearance is required to confirm the driver does not have any serious traffic convictions before they are approved on the permit. The operator must continue to report any driving convictions once a driver has been approved.
- No westbound travel on Greenmount Hill is permitted between the following hours:
- (a) 6:00am and 10:00am; and
- (b) 2:00pm and 8:00pm
- RAVs must travel in the left-hand lane at all times, unless;
- (a) avoiding an obstruction;
- (b) obeying a traffic-control signal; or
- (c) intending to turn off the carriageway, and in order to do so safely it is necessary to position the vehicle in another lane before starting the turn.

Applying for a permit
To apply for this permit, complete the permit application from below and provide all the necessary supporting evidence with your permit application.

If a road is deemed unsuitable for addition to a RAV Network following an assessment, the road may be considered for a Restricted Local Access Permit (RLAP) in certain circumstances.
Assessments for an RLAP will be based on providing individual access to a road for a specific vehicle combination, or specific operation, with suitable conditions to mitigate relevant risks.
The RLAP is not intended to replace RAV Network access and will not be considered as a general alternative for approving RAV access.
However, a road manager may request that the application be assessed for an RLAP rather than for RAV Network access where:
(a) the proposed transport task is temporary and unlikely to reoccur, such as building a school or hospital; and
(b) the RAV access application is for ‘first / last mile’ access only.
You will be notified when access for the road you have requested is only available via an RLAP.
Applying for a permit
If a road is requested for forestry operations only and is deemed unsuitable for addition to a RAV Network following an assessment, the application may be considered for a Forestry Access Permit (FAP) in certain circumstances.
Assessments for a FAP will be based on providing individual access to a road for a specific vehicle combination, or specific forestry operation, with suitable conditions to mitigate relevant risks.
Whilst a FAP is not intended to replace RAV Network access, a road manager may also request that the application be assessed for an FAP rather than for RAV Network access where the proposed transport task is for forestry operations only.
You will be notified when access for the road you have requested is only available via a FAP.
