HVS Update 50-2022

Traffic Escort Wardens (TEWs) are required for Over Size Over Mass (OSOM) movements that are considered higher risk movements and require increased controls to ensure road safety and road infrastructure protection.
Heavy Vehicle Services (HVS) allows these higher risk OSOM vehicles to travel in convoy to reduce demand and costs associated with obtaining a TEW. However, transport operators often request to include OSOM vehicles in these convoys that do not require a TEW.
This results in a lower risk OSOM vehicle becoming part of a higher risk movement, increasing the overall risk of the movement and unnecessarily adding pressure and responsibility to the TEW and other parties involved in the movement.
From 4 January 2023, HVS will no longer accept requests for OSOM vehicles that do not require a TEW to be part of a convoy that consists of OSOM vehicles that do require a TEW. OSOM vehicles that do not require a TEW will be required to travel separately, or in convoy with other OSOM vehicles that do not require a TEW, with the required number of licensed heavy vehicle pilots.
This does not apply to OSOM vehicles travelling in convoy under rolling roadblock / road closure arrangements in accordance with an approved OSOM Transport Management Plan.
