What is the Low-Cost Urban Road Safety Program?

There are over 51,000 intersections across the Perth Metropolitan area. More than 4,500 of these intersections were the scene of casualty crashes between 2015 and 2019. The majority of these intersections are located on local roads, managed by Local Government.

In 2021, we commenced a pilot project to assist Local Governments in identifying, prioritising, and providing low-cost road safety treatments to reduce casualty crashes. This project was a proven success in making local roads safer and has since been extended to a State-Funded program called the “Low-Cost Urban Road Safety Program” (LCURSP).

The LCURSP delivers treatments to local roads, on an area-wide or whole-of-street basis, with the aim of reducing crash risks and creating a safer speed environment for drivers and vulnerable road users, such as pedestrians and cyclists.

 

How are local roads being made safer?

  • We introduced a combination of treatments including compact, and mini roundabouts at local road intersections and raised safety platforms along straight stretches of residential road.
  • Assessments found drivers consistently slowed to 30km/h or below, when compared with pretreatment speeds of around 40km/h to 50km/h.
  • The lower speed creates a safer road environment for all – drivers have increased reaction time, pedestrians and cyclists can navigate intersections safely, and the risk of a serious injury or fatality for our vulnerable road users is reduced.

The LCURSP has been independently evaluated through WARRIP (NTRO) by assessing the individual treatments in three areas.

The conclusion from the independent assessment is that the LCURSP is effective.

The LCURSP supports slower driver behaviours by slowing the speed at intersections within residential areas on our local roads, and in turn reduces the risk of any crash, creating a safer environment for the local community.
