Contracting to Main Roads
We deliver our program of road, bridge and infrastructure works through a range of contracts to procure works, good and services.
Tender Opportunities
Main Roads relies on the state government website Tenders WA to publish its tender opportunities and to receive tenders. Companies can peruse this website to search through tender opportunities available from any state government “Public Authority” listed, including Main Roads Western Australia. This website provides tender documents for each tender opportunity, which include the forms and schedules to be completed for the tender, and a contact person for the tender. Companies should register with this website, which is required to upload tenders. Once registered, companies can subscribe to receive email alerts when relevant agencies and/or work they select is being tendered.
The nature of works being procured determines the type of contract, which include:
- Alliance Contracts;
- Design and Construct Contracts;
- Construct Only (AS 2124) Contracts;
- Minor Works Contracts; and
- Term Contracts
Prequalification Requirements
Companies should be aware that the above works contracts often contain prequalification requirements, along with ensuring the appropriate management and reporting systems are in place.
More information on the National Prequalification System for civil (road and bridge) construction contracts is provided below.
Prequalification relies on provide evidence of JAS-ANZ ISO 9001, 45001, 14000 management systems and certification. Contracts may separately require these certifications (e.g. ISO 45001 under Main Roads Specification 203, ISO 9001 under various Main Roads specifications for particular activities).
In addition, works involving federal funding may require accreditation by the Federal Safety Commission under its WHS Accreditation Scheme.
Information for Subcontractors
Main Roads has reviewed its Road Maintenance and Minor Capital Works delivery model. This will impact several key term contracts mentioned below, and will provide more opportunities for subcontractors to work directly for Main Roads.
