Change to specified journey (Single Trip) permit application process - alternate vehicles
Heavy Vehicle Services (HVS) wishes to advise the transport industry of a change to the Specified Journey (Single Trip) Permit Application process for alternate vehicles.
Currently transport operators are required to maintain a list of alternative prime movers, dollies and trailers, which are updated by HVS on the transport operator's “Annual individual Endorsement". The endorsement is attached to the Specified Journey (Single Trip) Permit, allowing an operator to substitute vehicles providing the replacement is like for like and listed on the endorsement.
To streamline this process, Main Roads will no longer require an endorsement listing alternate vehicles, rather a condition will be placed on the permit as follows:
An alternative dolly and / or trailer may be used, provided:
- The alternate vehicle is suitably rated for the approved mass;
- The alternate vehicle has the same axle configuration as the original vehicle;
- The alternate vehicle has the same axle spacing's as the original vehicle;
- The alternate vehicle has the same, or lesser, tare mass than the original vehicle.
The above change will allow transport operators to use any suitable dolly and trailers without having to provide the vehicle details to Main Roads.
Further to the above change, Main Roads will no longer accept alternate towing vehicles. The Specified Journey (Single Trip) Permit will be issued to a singular towing vehicle. If an alternate towing vehicle needs to be used, the operator will need to request a permit amendment to change the towing vehicle. Where the prime mover has the same axle configuration, axle spacings and tare mass, the amendment will be completed as a priority, within 4 hours. Where the axle configuration or axle spacings differ, or the tare mass increases, an updated bridge assessment may be required.
The above changes will commence from the date of this HVS update.
