Road Access

We are responsible for ‚Äčadministering road access for Restricted Access Vehicles (RAVs) in Western Australia (WA). RAVs can only operate on roads approved by Main Roads, under either an order (notice) or a permit

There are many types of RAVs operating within WA and each have different performance characteristics, require a different amount of road space when operating and have different impacts on the road infrastructure. To address these requirements, HVS works collaboratively with the relevant road asset owner to establish a number of suitable state-wide networks, maintained for the various types of RAVs, known as RAV networks.

Route Assessment Guidelines 

Our Route Assessment Guidelines have been developed using research conducted by Austroads, ARRB Group and the NTC and take into consideration the different performance characteristics of various RAV types,  the impact on the road infrastructure and other road users. In WA, route assessments must be conducted in accordance with the following Route Assessment Guidelines:

Application Process

 All applications to have a road added or amended on a RAV Network must be submitted to HVS, using the following form:

Once the application is received, HVS will liaise directly with the relevant road asset owner to arrange a preliminary assessment of the road and seek their support. HVS will then coordinate the formal route assessment and approval process, and then inform the applicant and road asset owner of the outcome.

A document has been developed to provide an understanding to our stakeholders on the decision making process and as a guide for Main Roads staff responsible for making decisions related to RAV access.


Local Government Information 

Heavy Vehicle Services distributes information to all Local Governments in Western Australia in order to maintain our strong relationships and assist Local Governments to keep up to date with any current issues or changes relating to heavy vehicle road access.  We also provide road asset owners with training and information sessions across the State, to provide a better understanding of the processes, considerations and responsibilities when assessing RAV access applications.
