Road Access

 

Main Roads Heavy Vehicle Services (HVS) is responsible for ‚Äčadministering road access for Restricted Access Vehicles (RAVs) in Western Australia (WA). RAVs can only operate on roads approved by HVS, under either an order or a permit. 

There are many types of RAVs operating within WA, which have different performance characteristics, require a different amount of road space when operating and have different impacts on the road infrastructure. To ensure safe, efficient and sustainable road access for RAVs, HVS works collaboratively with the relevant road managers to determine if the roads are suitable for use by RAVs.

Route Assessment Guidelines 

The Route Assessment Guidelines have been developed to assist with determining the suitability of a road for RAV access, taking into consideration the different performance characteristics of various RAV types,  the impact on the road infrastructure and other road users. In WA, route assessments must be conducted in accordance with the following Route Assessment Guidelines:

Application Process

 All applications to have a road added or amended on a RAV Network must be submitted to HVS, using the following form:

Once the application is received, HVS will liaise directly with the relevant road asset owner to arrange a preliminary assessment of the road and seek their support. HVS will then coordinate the formal route assessment and approval process, and then inform the applicant and road asset owner of the outcome.

 

Approval Guidelines

A document has been developed to provide an understanding to our stakeholders on the decision making process and as a guide for Main Roads staff responsible for making decisions related to RAV access.
