National Heavy Vehicle Regulator

The National Heavy Vehicle Regulator (NHVR) administers the Heavy Vehicle National Law (HVNL)   . The NHVR headquarters is based in Brisbane and they commenced business in 2013.

Western Australian heavy vehicle businesses which operate beyond the WA border will need to familiarise themselves with the NHVR and the Heavy Vehicle National Law rules and regulations.  Permit applications for access to routes outside of Western Australia and the Northern Territory will be processed by the NHVR.

There is no change for customers requiring access to WA roads. Heavy vehicle access will continue to be determined by Main Roads in consultation with Local Government.  WAHVA remains compulsory for operators seeking access for Restricted Access Vehicle in WA.

National Driver Work Diary

If you drive a heavy vehicle with a gross vehicle mass over 12 tonnes or a bus of more than 4.5 tonnes fitted to carry more than 12 adults including the driver, in a State other than Western Australia and the Northern Territory, you must record your driver work/rest details in a National Driver Work Diary. The Department of Transport recently increased availability of National Driver Work Diaries in Western Australia. Priced at $20, they are now available at three extra locations - Albany, Geraldton and Karratha. Buyers must attend in person with a valid drivers licence.

Operational Pilot - Electronic Work Diaries

In conjunction with the NSW Roads and Traffic Authority, the Australian Government, road and police agencies from across Australia, transport industry associations took part in a operational pilot of electronic work diaries (EWDs).  The intent of the Pilot was to further inform the national policy and draft specification for EWDs and progress the development of guidelines for the approval and use of EWDs.  A report on the pilot is available and further information can be found on the TCA Website .
