Project Update

The Mitchell Freeway Extension to Hester Avenue in Clarkson remains on schedule for completion mid-2017 with pavement and asphalting works now underway.

Works to widen Wanneroo Road and Hester Avenue are progressing well with some major milestones recently achieved.

Construction Impacts

Changed traffic conditions will be in place through the project area until mid-2017, including speed restrictions and lane closures. Signage will be in place through the works and we ask road users to follow all traffic management on site.

Project Overview

Together with CPB Contractors we will design and construct the extension of Mitchell Freeway north to Hester Avenue, Clarkson. The Australian Government has contributed $209.1 million to our $261.4 million project..

Extending the freeway north will deliver improved transport efficiency in Perth’s far north suburbs, ease congestion on local roads, improve traffic flow and stimulate investment to enhance the development of the area.

The project will deliver:

  • Six kilometres of dual carriageway in each direction, with capacity for expansion to three lanes in the future;
  • New interchanges at Burns Beach Road, Neerabup Road and Hester Avenue;
  • Shared Path for pedestrians and cyclist, including underpasses and a bridge;
  • Extension of Neerabup Road from Connolly Drive to Wanneroo Road;
  • Widening of Hester Avenue from Hidden Valley Retreat to Wanneroo Road;
  • Reconfiguration of Flynn Drive/ Wanneroo Road / Neerabup Road intersection;
  • Widening of Wanneroo Road from Flynn Drive to Hall Road
  • Upgrading of Joondalup / Wanneroo Road intersection; and
  • Noise mitigation, where required.

Further information about the project scope is provided in the Project Overview publication below.

Community and Environment

We are committed to delivering the project with respect for the community and environment.

Since 2013, we have worked with the community to develop the project design through a Community Reference Group (for copies of previous meeting minutes please contact the Project Team). This group has reformed as a Construction Reference Group (CRG) and will meet regularly during the delivery of the project.

The 25 member group consists of a range of representatives including local residents and businesses, community and environment groups and local government.

We are mindful of minimising the impact to the environment at every stage of construction. The team is implementing a range of proactive, environmentally friendly and sustainable initiatives throughout the delivery of the project. For example before removing vegetation fauna is trapped and relocated and seed is collected for re-vegetation, as well as retaining topsoil and mulching cleared vegetation for re-use.
