Transport Certification Australia 
TCA administers and implements all aspects of IAP, and certifies and audits IAP Service Providers (these are the telematics companies that offer IAP services to transport operators).
 

The Intelligent Access Program (IAP) is a brand new approach to managing heavy vehicle access.

A voluntary program, the IAP uses the Global Navigational Satellite System to monitor heavy vehicles' road use, while giving transport operators flexible access to the Australian road network to suit their specific business and operational needs. In return, it provides road authorities with more confidence that heavy vehicles are complying with the agreed road access conditions.

GPS tracking or telematics service providers and transport operators interested in the potential of IAP are encouraged to visit Transport Certification Australia's (TCA) website to learn more. 

IAP is already being used to monitor heavy vehicle access in New South Wales and implementation is imminent in Queensland and Victoria.  In Tasmania IAP is being used to track school bus services.  Legislation changes in WA to accommodate IAP are unlikely to be in place until late 2009 or 2010.  In the meantime, Main Roads Heavy Vehicle Operations will be aligning business systems and processes to ensure compatibility with IAP technology in anticipation of the enabling legislation being passed by the WA Parliament.
