HVO Updates 

HVO Updates provide you with important information about temporary or permanent changes to the road network that Main Roads is aware of, such as permit conditions; roadworks; changes in road conditions; and emergency detours.

It is your responsibility to ensure you are aware of any changes to the network via HVO Updates.

What permits are available for road trains, truck and dog trailers, long vehicles or B-doubles? 

Class 2/3 RAV Period Permit: This permit covers many different categories of vehicles, such as B-doubles, road trains, long vehicles, and truck and dog trailers for a three-year period.  

    • Supplement Permit. This 12-month permit covers vehicle categories that are not included in the Class 2/3 RAV Period Permit, such as oversize road trains, oversize B-doubles, oversize divisible products and overheight containers.

B-doubles operating on Federal Plates

Certified Weighbridge Mass Management: Vehicles participating in this scheme are permitted to carry extra mass when they agree to be weighed at a certified weighbridge, which is registered as part of the scheme prior to commencing each journey.

Containerised Cargo (import/export): Vehicles participating in this scheme are permitted to carry extra mass when they are carrying ISO containers. The vehicles must have a minimum drive axle rating of 18 tonnes to obtain this permit.

Concessional Livestock: Vehicles participating in this scheme are permitted to carry extra mass when they are transporting livestock and meet certain requirements with regards to trailer dimensions. The vehicle must have a minimum on the single steer axle rating of 6 tonnes and a minimum on the drive axle rating of 18.5 tonnes to obtain this permit.

Bulk Products: Vehicles participating in this scheme are permitted an extra 3.5 tonnes on tri axle groups fitted with dual tyres.

Concessional Livestock

 

Bulk Products (Concessional Loading Bulk Products Scheme)
  • No additional mass is permitted on other axle groups.  Fees are $16.00 per tri axle per month.

Concessional Loading Bulk Products Scheme (CLBPS) approvals are for specified products on set routes where the loading and discharge points are identified.

This scheme may be available to operators who can demonstrate superior loading controls under an approved quality plan.  Vehicles are required to be loaded in accordance with an approved loading plan that determines and records individual axle group weights, prior to the vehicle entering the public road system.

Main Roads are currently reviewing the CLBPS business rules as part of an overall review of concessional loading operations, it is important that the revised CLBPS business rules are aligned with the emerging Compliance and Enforcement Legislation currently before parliament.  In the interim, enquiries relating to CLBPS and CLBPS applications should be made to Main Roads Heavy Vehicle Operations (HVO), at 70 Pilbara Street, Welshpool WA 6106, or phone 9311 8450.
