Harvest Mass Management Scheme 2009/10
Hon Simon O’Brien, MLC, Minister for Transport, has approved a Harvest Mass Management Scheme (HMMS) to be offered to all grain receiver operations during the 2009/10 harvest season.
The HMMS was developed by the Ministerial Heavy Vehicle Advisory Panel in consultation with industry, farming representative groups and Main Roads; and will provide flexibility when transporting grain at harvest from paddock to bin.
The scheme encourages operators to load grain to normal levels, however, it will allow for an extra mass concession of up to 10% to cater for the variability of loading. The scheme will be available to vehicles that are suitably rated to safely carry the additional load.
Participation by grain receival operators is voluntary; however, non-participating operations will not be able to offer the extra mass allowance to transport operators delivering grain to their receival depots.
All grain receivers wishing to offer the scheme to transport operators are required to be approved by and registered with Main Roads.
The grain receiver is required to implement formal measures to register, monitor and record compliant and non-compliant transport operators delivering to its receival facility.
Main Roads will monitor compliance with the scheme’s requirements.
HARVEST PERIOD
The 2009/10 harvest season is defined as the period of time from 5 October 2009 through to 28 February 2010.
