Class 1 Restricted Access Vehicles
Oversize Period Permit - Version 2 Release -

Main Roads Western Australia is pleased to announce the release of Version 2 of the Class 1 Restricted Access Vehicle (RAV) Oversize Period Permit Operating Conditions – August 2007.

The revised Operating Conditions are aimed at providing improved access and flexibility for industry while providing the framework necessary to achieve a high standard of road safety not only for operators carrying large indivisible items but also other road users.

Arrangements are currently being made to amend all affected Class 1 Oversize Period Permits to reflect the changes, and operators will soon receive these in the mail with the new Operating Condition booklets.  On receipt of amended Permits and Operating Conditions, operators are requested to immediately replace all previous versions in vehicles under their control.

Notable changes include but are not limited to the following:

-  Provision for carrying multi-modal containers containing large indivisible items;
-  Inclusion of truck and dog combinations longer than 19 m;
-  A requirement for prior approval to be obtained from the relevant rail access provider
   where the RAV may not be able to travel over and fully clear any rail crossing within
   10 seconds;
-  A requirement for prior approval to be obtained from a number of specified outer
   metropolitan Local Governments when a RAV intending to travel on their roads is
   wider than 4.5 m and longer than 25 m;
-  Greater provisions for operation at night time when not over 2.5 m wide, not over
   4.6 m high and not carrying a projecting load, provided travel is on a road in the specified
   RAV Classes 2 & 3 Road Table for Network 2 or 5, depending on length;
-  Provision for RAVs longer than 25 m to now travel at night without the need for a pilot
   so long as they are not over 2.5 m wide, not over 4.6 m high and not carrying a
   projecting load and provided travel is on a road in the specified RAV Classes 2 & 3
   Road Table for Network 9.
-  Some relaxation of the metropolitan curfew when a RAV is not over 2.5 m wide, not over
   4.6 m high and not carrying a projecting load, provided travel is on a road in the
   specified RAV Classes 2 & 3 Road Table for Network 2 or 5 depending on length;
-  Convoying is no longer permitted in the Perth and Fremantle Central Zones.

Under the new provisions some configurations, when travelling at night and/or during peak period curfews on roads referred to as being in specified RAV Class 2 & 3 Road Tables, are required to carry a copy of the relevant Road Table for that network category and road, in addition to carrying the Class 1 Permit and Operating Conditions. 

Operators not already in possession of relevant Class 2 & 3 Road Tables can either obtain them from the Main Roads website (www.mainroads.wa.gov.au), or alternatively contact the Heavy Vehicle Notices & Permits Help Desk on (08) 9311 8450 to request a copy.

Main Roads asks however, that customers only request copies of Road Tables when they have an identified need for them. 

If operators have recently renewed or varied an existing Class 1 RAV Oversize Period Permit, they may already have received the new version of their Permit and/or the revised Operating Conditions.  Should there be some overlap, Main Roads apologises for any confusion this may cause.

Operators are also reminded that this release does not provide for any extra mass concessions.  Operators requiring greater mass must obtain an alternative permit for such purposes.  A revised version of the Class 1 RAV Overmass Period Permit Operating Conditions is due for release soon.

Main Roads is striving to continually improve its products and pending further revisions would welcome feedback.
