Discontinuance of Main Roads Check Weighs
(Low Loader and Platform Vehicles)
Historically, Main Roads has applied a reduced structural safety margin to assist industry in the movement of large loads. This "concession" has been provided on the basis that the impact of the load on the structures could be directly measured, i.e. confirmation of the actual gross mass and individual axle loadings through a check weigh.
However, in recent months Occupational Safety and Health (OSH) issues have been identified relating to physically weighing low loader and platform trailers with multiple (more than eight) tyres on an axle or axle line.
In November 2006 the check weigh process underwent a review, which was overseen by Main Roads OSH staff and Department of Consumer and Employment Protection (WorkSafe) representatives. WorkSafe intervened during this process and declared the practice unsafe.
As a consequence, Main Roads will no longer be able to provide the check weigh service for low loader and platform vehicles with multiple (more than eight) tyres on an axle or axle line. It is acknowledged that this will reduce the maximum allowable axle mass over bridges for these vehicle configurations.
Notwithstanding this, requests for route investigations and permit applications will continue to be assessed as normal. Where a restriction exists, the operator will be advised of the options that are available and may allow the move to proceed, including:
• Structure upgrades;
• Structure propping;
• Permission with Engineering Supervision.
Due to the investigation and communication process involved, operators are requested to send route investigation and permit applications well in advance (at least one month) prior to the move. This will assist Main Roads in providing advice to industry regarding the available options, outlining what may be required of the applicant, and providing sufficient time prior to the move to finalise any outstanding matters.
Main Roads will also continue investigating other avenues that would allow the check weighing of these larger loads to be undertaken safely.
