The forthcoming Compliance and Enforcement (C&E) legislation introduces the concept of ‘chain of responsibility’ to recognise all parties that have a role in the transportation of goods by road. 

The implementation of the national C&E legislation will result in:

  • transparency in responsibility for compliance outcomes; 
  • improvement in cross-border information flows; and 
  • improvement in national enforcement practices to support chain of responsibility proceedings.
