The Stirling City Centre (SCC) is a demonstration project striving towards our strategic goals.
Planning has commenced which will see Stirling become a fully developed City within the Perth inner metropolitan ring, accommodating a diverse range of business and employment opportunities. Vibrant, fun and safe, the Stirling City Centre will be known globally as a benchmark for sustainable high-density living.
Main Roads is a major partner of the Stirling Alliance – a collaborative partnership between the community, government agencies, and stakeholders that are driving the planning of the Stirling City Centre.
Although the long-term outcomes of the project are currently in the planning and community consultation phase, there are several developments in progress that will shape the future city. These include:
- Long Term Transport Plan; and the
- Westfield Redevelopment
Finalising the Long Term Transport Plan is a major step towards the realisation of the Stirling City Centre.
The strategic importance of Stirling City Centre in terms of employment, services, catchment, location and economic significance indicates that it has the potential to become one of several major centres outside the Perth central city area.
The Stirling City Centre includes the following key landmarks and uses:
- Stirling Interchange;
- Innaloo Shopping Complex;
- Greater Union Cinema Complex;
- Osborne Park Hospital;
- former Hertha Road Landfill Site;
- Stirling Civic Precinct;
- a portion of the Osborne Park Industrial Area; and
- part of the Innaloo and Stirling residential areas.

The Stirling City Centre has embarked on a revolutionary Community Engagement Process guided by Main Roads. The Stirling City Centre Involvement Strategy revolves around the ‘four pillars of involvement’. These are:
- Communications raise awareness of the project and strengthen the other pillars.
- Relationships build trust and increase the capacity of all involved. The Alliance strives to create strong relationships with anyone interested in the project.
- Engagement allows the Community to voice their ideas; the Community and the Alliance engage in a two-way dialogue that provides meaningful input into the project.
- Partnership enables the Community and Stakeholders to assist with the implementation of the vision.
To date, the process has included:
- regular Stakeholder Reference Group meetings;
- two Open Days in 2008;
- an interactive website; and
- developing vital relationships.
Community Engagement is providing the Alliance with a clear indication of the Community’s ideal city. This is helping us provide the “right roads” for the Stirling City Centre.
