Current status

The Mandurah Entrance Road (MER) is being delivered by Southern Gateway Alliance (SGA) the same team who delivered the Kwinana Freeway and Forrest Highway, which opened to traffic on 20 September 2009.

Both the State and Federal Governments have committed equal funding to the $155m project.  A 6.5 km of a four lane dual carriageway will be built from the new interchange at the Kwinana Freeway in Stake Hill to Mandurah Road near the Mandurah train station.

Construction of the Mandurah Entrance Road commenced early September 2009 and is expected to be opened to traffic in late 2010.

Work to date has primarily focussed on clearing the road alignment and the preliminary stages of tunnel construction.  The Project is now entering the next phase of construction which will include:

  • bulk earthworks,
  • retaining wall installation,
  • extension of the existing rail tunnel at Fremantle Road; and
  • construction of a new rail tunnel at Parklands.

About the project

The primary focus of the first stage will be the construction of the link road.

Once constructed, Mandurah Entrance Road will offer a free flowing alternative for Mandurah through traffic, helping relieve increasing traffic pressure and congestion on minor local roads.

The current scope of work includes:

  • 6.5 km of a 4 lane dual carriageway, 4 km of which will straddle the passenger railway line;
  • the existing Fremantle railway tunnel will be extended by 170 m and a new railway tunnel (220 m in length) will be constructed at Parklands (future location of Road B intersection);
  • a 0.5 km Stock Road link to the north;
  • intersections at Mandurah Rd and Stock Road north (Lakelands);
  • an interchange at the Kwinana Freeway extension (integrated with the construction of Kwinana Freeway extension);
  • provision for on road cycling and a pedestrian underpass that will connect Black Swan Lake with Marlee Reserve and allow for future facilities in the area as development occurs;
  • 3.5 km of Mechanically Stabilised Earth (MSE) retaining walls;
  • two fauna underpasses and exclusion fencing for fauna; and
  • noise walls, revegetation/landscaping and public art.

In the long term the route will be upgraded to three lanes in each direction from Road B (1 page PDF 433 KB).  The existing intersections will then need to be upgraded and other additional intersections provided to accommodate future traffic growth.

The full length of the Road will be constructed using an asphalt surface to reduce the impact of noise on local residents.  Noise walls will also be provided at particular locations to meet the noise level objectives set by the Environmental Protection Authority and WA Planning Commission.
