Main Roads, on behalf of the Department for Planning and Infrastructure, is undertaking a planning study to define the alignment for the future Perth-Darwin National Highway between Bullsbrook and Bindoon. The national highway currently follows the Great Northern Highway (GNH) alignment. The study addresses the long term needs for the highway with a 20 to 30 year planning horizon, and is divided into two sections:

  • the northern section between Brand Highway, Muchea and Calingiri Road, north of Bindoon
  • the southern section between Maralla Road Bullsbrook and Brand Highway, Muchea.

 

Northern Section

An alignment for the future Perth Darwin National Highway (PDNH) to the west of Great Northern Highway (GNH) was endorsed in 2002. A range of issues have been raised in the extensive consultation process that has continued on this planning study.

The WA Planning Commission Sustainable Transport Commission (WAPC/STC) resolved in 2007 that upgrading the existing GNH be investigated in more detail, including a Bindoon Eastern Bypass.  The current endorsed corridor will continue to be protected from inappropriate development until this work is complete and a decision is made by the WA Planning Commission.

As part of this further investigation, we have presented alignment options for the guture deviation of the highway around the Bindoon townsite to the community during May and June 2009.

Consultation included the distribution of the "Perth Darwin National Highway, Bindoon Townsite Deviation Planning Study: Community Consideration of Possible Options" brochure throughout Bindoon and surrounding areas to gain community, business and road user feedback on two alignment options for the possible future deviation of the highway east of the Bindoon townsite. The options were developed in consultaiton with a Community Reference Group (CRG) and the Shire of Chittering. We thank the members of the CRG for their time and input into this process.

 

Consultation results

A total of seventy submissions were received from the community and business owners, including directly and non-directly affected landowners. There was a clear preference for corridor alignment Option 1, east of Chinkabee Hill (1 page PDF 112 KB), with 73% of respondents suporting this option and 9% supporting Option 2. The key points raised by those people supporting Option 1 included:

  • removal of heavy traffic though town;
  • improved safety;
  • reduced traffic noise;
  • reduced visual impact; and
  • ensuring there is provision for the townsite to grow.

The key issues raised by directly affected landowners included:

  • property impact on current usage;
  • compensation; and
  • the need for a quick decision to provide greater certainty.

Both the comparative assessment of the two corridor alignment options and the community feedback clearly indicate a preference for Opetion 1, east of Chinkabee Hill. Option 2 was not preferred as it would result in poor integration with existing and future land use and increased noise and visual impact in the townsite.

 

What's happened with the consultation results?

The Shire of Chittering and the Sutdy Steering Committee have subsequently endorsed Option 1 as the preferred general corridor alignment for the possible deviation.

Therefore, Option 2 will not be considered further. Due to feedback from the community requesting a quick decision to provide greater certainty, landowners directly affected by Options 1 and 2 were notified of the outcome, including the Shire and Study Steering Committee endoresment of Option 1.

 

What are the next steps in this planning study process?

The next step involves undertaking a more detailed Alignment Definition study to define the road reservation requirements for the future highway deviation.

The outcomes of the consultation are contained in the Project Newsletter (2 page PDF 174 KB).

No decision has been made to construct this section of the Highway.
