Current Status

Work continues, on schedule, for Stage 2 of the $110m Lancelin to Cervantes Coastal Road.

The 55 km stretch of high standard road is scheduled for completion by mid 2011 and will bring many social, economic and transport benefits to the Region.

Overlooking the Indian Ocean, the road will provide a scenic alternative route away from heavy vehicle traffic on Brand Highway and reduce travel times between the two coastal communities by at least 30 minutes. The road forms the final part of Indian Ocean Drive, linking Perth’s northern suburbs with coastal towns and tourist destinations up to Cliff Head, just south of Dongara.

Stage one of the Lancelin to Cervantes Road was opened in mid March 2008 and consists of a $20m, 10.5 km section starting just south of Lancelin and ending at Ocean Farm Estate.

It included linkages into Ocean Farm and Seaview Park Estates, as well as a new one kilometre section of Lancelin Road to provide improved access to the town and Lancelin Bay.

Main Roads is now considering advancing the final stage of intersection improvements at the Lancelin turnoff this summer to incorporate a southbound acceleration lane.  This follows public feedback about delays and safety issues with slow moving heavy vehicles entering Indian Ocean Drive from the west.

Completion of work on the Mimegarra Link Road to Brand Highway is also under consideration for this summer. The road was partially constructed during works on Stage One of the Lancelin to Cervantes Coastal Road.

Stage Two Works in Detail

Stage 2 of the Lancelin to Cervantes Road will run from Ocean Farm Estate northwards to connect with Pinnacles Desert Drive about 10 km south of Cervantes.

The fully sealed road, with a speed limit of 110 km/h, will pass through the Nambung National Park, Wanagarren and Nilgen Nature Reserve, freehold properties and the area used by the Department of Defence for training purposes.

Other works that will be carried out as part of the project include:

  • construction of sealed access roads into the coastal settlements at Wedge and Grey Island;
  • realignment of sections of Pinnacles Desert Drive, near Kangaroo Point and Cervantes Road;
  • connections to the existing access roads to Hangover Bay, Pinnacles Desert and Kangaroo Point; and
  • construction of a lookout area at a high point on the Ocean side of the road in the Nilgen Nature Reserve about 5 km north of Ocean Farm Estate.

The section will include a passing lane near Mimegarra Road and will present a number of other overtaking opportunities due to its driver friendly alignment.

The road is being constructed under Main Roads direct management, with local plant and labour being utilised where possible.  The workforce is expanding rapidly and will peak at about 80 people including 10 development employees.

Approximately 1 million cubic metres of earth, sand and limestone will be moved in the course of the project over the next three years.  This will enable the development of a smooth, modern and safe standard of road suitable for general use and tourist traffic.

Construction will be conducted year round with brief shutdowns over the Christmas and New Year.

From August 2008 to April 2009, works are focussed on the 12.5 km section between where the sealed road currently terminates at Ocean Farm Estate and the Mimegarra Road link to Brand Highway.  Within this section, the current 7.5 km construction site is closed to the general public due to safety concerns with proximity and communication issues with heavy earthmoving machinery.

Earthworks will have advanced through to the Wedge Island Access Road turnoff by July 2009.

How will it Benefit the Community?

Once complete, Indian Ocean Drive will bring social and transport benefits to the local communities along the road and foster economic opportunities for the Central Coast region.

These benefits include:

  • supporting existing residential and commercial needs of the Region, in particular the needs of the fishing industry;
  • assistance in meeting the projected population growth and development of the Region;
  • encouraging ongoing development of the tourism industry by opening up the coastline to the motoring public and providing a faster and improved link to Perth;
  • improving road safety by providing an alternative route for tourists away from the heavy freight traffic on Brand Highway;
  • reducing the distance and travel time for local and light commercial traffic travelling between Lancelin and Cervantes; and
  • improving access to medical and educational facilities, encouraging better use of regional amenities and stimulating local industry by providing direct access between businesses of varying functions.
