Categories of Contracts

Category 1

These are discrete major projects which are significant in scope and generally cost more than $35m. They are either delivered by Design Construct contracts or Alliance contracts.  Prequalification is required by 'Request for Proposals' closing date.

Category 2

These projects are generally between the $3m to $35m range. They are competitively tendered as a mixture of separate Design and separate Construct as well as Design and Construct contracts. Prequalification is required by the tender advertising date.

Category 3

These are maintenance and rehabilitation projects (including capital works up to $3m) delivered through the Term Network Contracts and Term Asset Contracts.  Prequalification is not required. Contract-specific prequalification is covered as part of the Expression of Interest process.

Principles

  • Commercially viable contract packages.
  • Transfer of appropriate decision making and risk to industry.
  • Main Roads responsibility for standards and compliance audits.

TNC replacement and Integrated Services Arrangements

Replacement of the Term Network Contracts

Integrated Services Arrangements (ISAs) are the next generation in road operational asset management and service delivery.

With the introduction of Term Network Contracts (TNCs), we led the world with our innovative delivery of road maintenance and rehabilitation. At the time, no other agency had applied outcome-based maintenance contracts to such a large road network.

Building on the lessons learnt from the first  years of the TNCs and following consultation with internal and external stakeholders, we are proposing a new strategy for the next generation of operational asset management and road services delivery.
