The adequacy of the South West road network, built mainly in the 1950’s and 1960’s, is tested by the large traffic volumes and annual traffic growth which on many roads is in excess of 4%. The planning and implementation of a number of road infrastructure projects are urgently required. Deregulation of the transport industry, industrial developments and increasing populations in South West rural towns are generating significant community pressures for the construction of bypasses or alternative freight routes. The effort and costs associated with minimising the social and adverse safety impacts on the community as a result of the transport industry are now substantial.
