On 29 July 2011 we invited Abigroup Contractors, Macmahon Contractors and John Holland to submit detailed tenders for the $120m Esperance Port Access Corridor project, which will see a series of road and rail improvements constructed south of the Harbour Road-Pink Lake Road intersection.

Request For Proposals submissions have been received and evaluated by Main Roads.  A preferred proponent will be announced late January 2012 with the award of contract by late February 2012.

To prepare for this project, we have already started geotechnical investigations along the corridor.  We are also establishing  a Construction Reference Group to provide local input into the aesthetic aspects of the project, such as landscaping, noise walls and public art.

Design

The design concept for the Esperance Port Access Corridor was developed following extensive community and stakeholder consultation.  It also takes into account the outcomes of a study into options for the port's future expansion.

The design focuses on the corridor south of Pink Lake Road and combines several key improvements supported by the community and other stakeholders.

It supports the port and the general development of the town and region by removing some of the conflict between freight, and local traffic and providing a more efficient road network for the Esperance community.

Our design concept includes:

  • The realignment of approximately 1.8 km of Harbour Road leading into the port. 
  • Diversion of the railway under Harbour Road via a tunnel.  A section of the track will also be relocated to provide space for the realigned Harbour Road between the railway and Hardy Street.
  • A local road bridge connection from Harbour Road to Johns Street, over the railway track.
  • A bridge from Twilight Beach Road to The Esplanade, over the railway track and Harbour Road.
  • Removal of the rail level crossings at Watson Street and The Esplanade.

Timeframe

The successful proponent will begin detailed design upon contract award in early 2012.

This stage will include further assessment of environmental, social, heritage and engineering issues.  It will also include further consultation with stakeholders and the wider Esperance community.

Some early construction works, such as service relocations, are likely to start in the first quarter of 2012.  The project should take about two years to complete.

Funding

This project is being jointly funded by the State and Federal governments.

 

Future planning

We will undertake further planning work along the northern stretch of the port access corridor, from the Harbour Road-Pink Lake Road intersection through to the Goldfields-Esperance Highway.  This will help identify any further improvements required and define the actual land reservation required to accommodate the ultimate port access corridor.  Once adopted in the Shire of Esperance's town planning scheme, this land reservation will be protected as other development occurs within the Esperance town site.
